The Tower of Justice is a large tower with the words "Enies Lobby" proudly displayed on it. This is CP9's residence. The seat of CP9 and their overseer, who is the highest authority at Enies Lobby. One must pass through here in order to reach the Gate of Justice and enter one of the two destinations possible (Impel Down or Marine Headquarters).
